Cheese method
Start the game and press Space to skip the tutorial. Choose any difficulty.
Start the first level and press F12 to open the console. Enter the following:
var r = cr_getC2Runtime();
r.all_global_vars[16].data=99999;
r.all_global_vars[13].data=9999;
Click Exit and buy all the upgrades that appear on this screen (with the stack of money icon) for several achievements.
Click the left arrow, then Exit again and start the next level. Exit twice and repeat with the remaining levels.
Achievements should unlock upon starting the level, but if not, you can use this to win a level instantly:
r.all_global_vars[11].data=99999;
r.all_global_vars[3].data=99999;
You should now have all but two achievements, which will require an earlier depot.

You may have to clear the save data for the game to start. Delete the "%localappdata%/OilBaron/User Data" folder.
Start the game and once at the level select, jump onto the second platform (the first to the right of the starting platform) and wait until it reaches the bottom. This will start the first level and grant the achievement. Be ready to jump when clicking Play (control with the arrow keys, can double jump), as if you miss it you will have to restart the game.
Exit back to level select and repeat the process with the last platform (farthest to the right). This will grant the final achievement.
There are some other values you can cheat with, but they aren't needed for the achievements.
