Server setup:

Download the SCP: Secret Laboratory Dedicated Server in Tools from you Steam library - this downloads the server
Go to AppData\Roaming\SCP Secret Laboratory\config\7777\config_remoteadmin.text and add
[steamid]@steam: owner on the 4th line under where it says "Members:", substituting [steamid] with your accounts ID - this gives remote admin perms to you in-game (can repeat for other users if you want)
Port forward from your router using the port 7777, you can look up multiple guides for doing that https://techwiki.scpslgame.com/books/common-debugging-steps/page/port-forwarding
Run the server from Steam
Use Direct connect to join, host can use localhost or your external IP, other users use external ip
In-game, press "m" to access Remote Admin, GUI access to all admin functions
