The wheel prizes change every day, so you can hoard your tokens until it switches to dwellers as a reward.
More tokens can be found in wasteland missions in crates as random loot, or as a reward for said missions.
You get a certain amount of legendary dwellers as a reward for completing the main quest and having up to 80 dwellers.
They also added a new questline (the TV show inspired one) which gives you +6 legendaries if you complete them all.
